ABOUT THE PROJECT
Q1: What exactly is happening at MMIA Terminal 1?
Answer: The Murtala Muhammed International Airport (MMIA) Terminal 1 (T1) in Lagos is undergoing a full-scale renovation and modernisation. The terminal will be completely stripped down to its concrete core structure and rebuilt with upgraded mechanical, electrical, plumbing, security, and passenger-facing systems.
- Structural Reinforcement & Façade Upgrade
The nearly 50-year-old terminal building will be stripped to its structural frame and reinforced to extend the building’s lifespan. A modern glass curtain wall will be installed to enhance aesthetics and energy efficiency.
- Passenger Flow & Layout Optimisation
The internal layout will be reconfigured to streamline passenger movement and improve commercial and office space utilisation. Departing and arriving passengers will be separated in the upgraded terminal fingers to reduce congestion and enhance operational efficiency.
- Systems Overhaul
All interior spaces will be refurbished, with complete modernisation of HVAC, plumbing, electrical, and mechanical systems to meet long-term operational needs and reach international standards.
- Access System Upgrades
A new, efficient road system will be constructed to accommodate both pickup and drop-off traffic. The roads will seamlessly connect Terminals 1 and 2, addressing the elevation difference between the two terminals.
- T2 Expansion
Terminal 2 (T2) will be expanded to accommodate more wide-body aircraft, including the extension of both the boarding finger and apron to increase aircraft handling capacity. The expanded finger will add approximately 15,000 square meters of space. Existing hangars within the expansion zone will be relocated to ensure seamless project execution.
- Reserved Transit Area
A dedicated Transit Area will be established in T1 to effectively cater to passengers with connecting flights to other regional destinations. This specialised zone will streamline the transfer process, ensuring a smooth and efficient transition for travellers. With enhanced services and optimised facilities, this will elevate the terminal’s operational efficiency and reinforce its strategic role as a leading aviation hub in West Africa.
- Temporary Departure Hall
An 8,000-square-meter temporary departure facility will be established during the T1 rehabilitation. It will accommodate up to 1,500 passengers at peak times, offering full check-in, security, and boarding services through three departure gates. The facility will be designed to be accessible and user-friendly for passengers with physical challenges, the elderly, and children.
- Landscape redesign
The landscape in the central square, located in front of the terminal buildings, will be completely redesigned to create a welcoming atmosphere for arriving passengers, offering a first impression that reflects the pride and spirit of our nation.
- Connection Building and Skywalk
A skywalk will be constructed to integrate the car park building with Terminal 2, and a connection building will be established to link T1 and T2. These infrastructures will transform the previously isolated terminal buildings into a unified complex, improving passenger flow and airport management.
Q2: Why is this rehabilitation necessary?
Answer: Terminal 1 has been in operation for nearly 50 years. Its existing facilities and structure no longer meet modern aviation safety and service standards. This renovation is essential for public safety and to support Nigeria’s growing aviation industry. Key reasons include:
- Structural ageing and safety concerns: Prolonged use has resulted in significant structural degradation and reinforcement corrosion, posing serious structural safety risks.
- Outdated Operational Layouts: The current terminal configuration is inefficient and unable to support the growing volume of flights and passengers.
- Ageing MEP Systems: Existing HVAC, electrical, plumbing, low-voltage, and baggage handling systems are unreliable and require full replacement.
- Deteriorated Passenger Environment: The ageing interior suffers from water leaks and poor design, reducing passenger comfort and negatively impacting the national image.
This project is a comprehensive transformation designed to create a safe, modern, and comfortable gateway for travellers entering or departing Nigeria, while also attracting more tourism and significantly enhancing business.
Q3: How long will the project take?
The rehabilitation is envisaged to span 22 months, barring any unforeseen delays.
IMPACT ON TRAVELLERS
Q4: Will MMIA Terminal 1 be completely closed?
Answer: Yes, T1 will be fully closed during construction to ensure safety, improve project efficiency, and accelerate progress.
To minimise disruption to passengers, a temporary departure hall of approximately 8,000 square meters will be constructed. This facility will be fully equipped with essential services, including check-in, security screening, ticketing, and waiting areas. It will accommodate up to 1,500 passengers during peak hours and features three boarding gates to ensure smooth departures.
The temporary hall will also offer VIP lounges, dining and retail outlets, emergency medical assistance, and accessible facilities for passengers with reduced mobility, addressing the diverse needs of all travellers.
Arrival procedures will remain at T2, maintaining a seamless flow throughout the passengers’ journey. Additionally, temporary access roads and signage will be implemented to guide passengers effectively.
Q5: Will this affect my check-in or flight schedule?
Answer: Yes, however, any impact will be kept to a minimum to ensure the best possible travel experience. The check-in process will be seamlessly relocated to the newly constructed temporary departure hall adjacent to T2. Key measures include:
- Full utilisation of the temporary departure hall and T2, with optimised flight scheduling and operations.
- Temporary access roads to ensure smooth vehicle access to T2 and Temporary Hall.
- 20 check-in counters equipped with complete baggage handling and security systems in the temporary departure hall.
- Onsite staff and volunteers providing real-time guidance and assistance.
All international travellers are advised to arrive at least three hours before departure and follow the displayed signs and information boards.
Q6: Will there be shuttle services to help passengers move between terminals during the rehabilitation?
Answer: No. The temporary departure hall is located very close to Terminal 2, connected by a covered walkway. Although the terminals are within walking distance, the Federal Airports Authority of Nigeria (FAAN) has installed clear directional signage throughout the airport and deployed sufficient on-site staff to provide guidance and assistance, ensuring smooth and barrier-free passenger movement during the transition.
Shuttle buses operate between the terminal buildings and aircraft in case of long-distance boarding.
ALTERNATIVE ARRANGEMENTS
Q7: Where do I go now for check-in and boarding?
Answer: All T1 check-in counters have been relocated to the new temporary departure hall adjacent to T2. The hall features 20 check-in counters, complete baggage handling, and security systems, matching the original terminal’s capacity.
The check-in area at T2 remains operational. Passengers are advised to follow their airline’s instructions and monitor airport announcements for boarding gate information.
Q8: What about business lounges and VIP services?
Answer: Multiple arrangements ensure premium travellers continue to receive exceptional service:
- T2 Business Lounges: Business and first-class passengers who previously used T1 will now access the upgraded VIP lounges at Terminal 2, and the business lounges in the Temporary Hall. Two dedicated premium lounges in the Temporary Hall offer business zones with Wi-Fi and power, private seating, refreshments, and assisted security and boarding for select airlines.
- Consistent Service Quality: All lounges meet international standards and are fully staffed to maintain service excellence.
- Dedicated Support Staff: Available in both T2 and the temporary hall to assist with luggage tracking and personalised boarding support.

Q9: What will happen to businesses operating at Terminal 1?
Answer: After the renovation, T1 will feature a completely redesigned commercial area with:

Q10: Is FAAN building an additional terminal to support Terminal 2 during this closure?
Answer: Yes. FAAN will build a new 8,000 m² temporary departure hall with:
- 20 check-in counters
- Complete ticketing, security, and baggage systems
- Peak-hour capacity for 1,500 passengers and 3 boarding gates
- VIP services, retail, food, and emergency medical stations
Departure services are conducted via the temporary hall, while arrivals continue at T2. Signage and staff are in place to guide all passengers.
Q11:Will cargo operations be affected?
Answer: No. Cargo operations at Murtala Muhammed International Airport (MMIA) will not be affected by the Terminal 1 renovation.
The cargo facilities are located in a dedicated area within the airport’s operational zone, separate from passenger terminals. They have independent access roads, logistics handling systems, and operational procedures, ensuring uninterrupted and stable cargo services.
All import and export cargo clearance, loading/unloading, warehousing, and logistics services will continue as normal throughout the closure of T1.
FAAN has established close coordination with major cargo airlines, logistics providers, and customs authorities to ensure the entire cargo system remains safe, efficient, and fully operational without service disruptions.

Q12: How will I know about changes in real time?
Answer: To ensure that passengers receive timely updates on operational changes and boarding arrangements, FAAN has implemented a multi-channel, wide-coverage information dissemination system. You can stay informed through the following:

In-terminal display screens and broadcast systems: Electronic boards across the terminal continuously update flight gates, check-in counters, and traffic flow adjustments. Regular public announcements will also be made.

Q15: What is the passenger capacity before and after renovation?
Answer: Currently, T1 serves 500 passengers during peak hours due to limited aircraft operations and sub-optimal facilities. After renovation, it is expected to handle up to 3,840 passengers per hour. T2 can serve 3,200 passengers at peak times, bringing the total capacity for both terminals to 7,040 passengers per hour post-renovation. Using a factor of 0.0004 (from peak hour to annual throughput), the estimated annual passenger volume for both terminals will reach approximately 17.6 million.
Q16: Who is handling the rehabilitation?
The project is being executed by CCECC (China Civil Engineering Construction Corporation), under the supervision of the Federal Ministry of Aviation and the FAAN Engineering Services Directorate.
OTHER AIRPORTS & NATIONAL PLANS
Q17: Is FAAN upgrading any other airports?
Yes. Kano, Port Harcourt, and other key airports are also receiving runway, taxiway, and lighting upgrades as part of the nationwide aviation infrastructure plan.
